Sara Downs is Chief Financial Officer of the Ohio Department of Transportation (ODOT), where she has led the Division of Finance and its annual budget of more than $3 billion since 2019. Since joining ODOT in 2005, she has helped the agency negotiate and enact nine multi-billion-dollar budgets. A native of a small village in Northwest Ohio, Downs also serves on the AASHTO Committee on Funding and Finance.
